The official explained that in 2022, my country's basic medical insurance enrollment rate remained stable at over 95%. Due to improved enrollment quality and data deduplication, the number of residents enrolled in basic medical insurance in 2022 was 983.49 million. Although this appears to be a slight decrease from the previous year, the actual number of participants actually increased slightly due to a significant reduction in duplicate enrollments, and the overall number of participants in basic medical insurance remained stable. First, some people who previously participated in resident medical insurance have switched to employee medical insurance, resulting in a trend of "decreasing resident enrollment and increasing employee enrollment" in basic medical insurance data, with more and more people participating in employee medical insurance. Over the past five years, resident medical insurance enrollment has decreased from 1,027.78 million to 983.49 million, while employee medical insurance enrollment has increased from 316.81 million to 362.43 million, with a significant increase of 8.12 million in 2022.
Second, the number of cases involving duplicate insurance enrollment has decreased, providing a more accurate reflection of the insurance situation. The National Healthcare Security Administration has continuously promoted direct settlement of medical expenses across different locations, significantly reducing the demand for duplicate insurance enrollment in multiple places. This has resulted in a substantial reduction in duplicate enrollment data. Combined with factors such as standardized statistical methods, this has led to a cumulative reduction of over 40 million data points. The reduction in duplicate insurance data has become even more pronounced after the nationwide unified medical insurance information platform went online in 2022.
The official stated that in recent years, the government has continuously increased its subsidies for residents' medical insurance. In 2022, the government subsidized residents' medical insurance with 635.577 billion yuan, equivalent to an average subsidy of 646 yuan per insured person. In addition, people in need also receive subsidies for their personal contributions, with a total expenditure of 22.38 billion yuan nationwide subsidizing 97.77 million people in need to participate in the insurance program. At the same time, the government has made every effort to consolidate the achievements in poverty alleviation and effectively connect with rural revitalization, with 114.05 million rural low-income and impoverished people included in the dynamic monitoring of insurance participation, achieving an insurance participation rate of over 99.9%.
The official pointed out that, objectively speaking, with the continuous deepening of urbanization in my country and the ongoing development of population aging and low birth rate, it is foreseeable that the data on residents' participation in medical insurance will show a slight downward trend in a certain period of time, and even the total participation data may shrink.
